Understanding Pennsylvania’s New Solar for Schools Grant Program

In July 2024, Governor Shapiro of Pennsylvania signed into law the Solar for Schools program, which will provide eligible PA schools with significant grants to help cover the cost of installing solar panels. This is the state’s first program of its kind, providing funds to eligible public school districts, technical schools, and community colleges.

How PA's Solar For Schools Grant Program Works

Grant Funding Details

The Solar for Schools Grant Program will cover up to 50% of the total cost of solar energy projects. Schools can combine this state funding with other sources, such as the Direct Pay Option from the federal government, which can cover more than an additional 30% of the project cost. 

Thanks to these significant incentives, schools could install solar for up to 20% of the total project costs. Plus, any ongoing operational and maintenance costs, which should be minimal if properly installed.

Eligibility Criteria

Public K-12 schools, community colleges, and career and technical schools are eligible to apply for the Solar for Schools Grant Program. The grant funds will be distributed equally across Pennsylvania, focusing on three regions with equal population size, ensuring schools from all parts of the state can benefit from this incentive.

Priority will be given to schools located within 50 miles of recently closed coal plants, as well as schools eligible for the low-income tax credit adder

All solar projects must meet prevailing wage requirements to ensure fair labor practices throughout the construction process.

The Application Process

The Department of Community and Economic Development (DCED) will release the Solar for Schools Grant Program application guidelines by October 2024. Schools interested in applying will need to carefully follow these guidelines when submitting their applications.

After grants are awarded, project details will be publicly tracked on the Department of Education's website. This transparency allows the public to monitor how grant funds are being used and ensures accountability in implementing the solar projects.
